CLASS TIMES

PRE-LICENSING

Applicants seeking to become a used motor vehicle dealer must take an 8 hour pre-licensing education class prior to obtaining a motor vehicle dealer's license.

CONTINUING EDUCATION

Currently licensed used motor vehicle dealers who wish to retain their dealer license must take a 5 hour course , every two years, and prior to renewal.

INITIAL PHASE

The law became effective July 1st, 2007. Those who wish to remain as a used motor vehicle dealer in the state of iowa must take the required 5 hour continuing education class every two years and prior to license renewal. An applicant for renewal of a used motor vehicle dealer license who has met the pre-licensing education requirement within the preceding 24 months is exempt from the continuing education requirement for license renewal.

WHO MUST TAKE THE COURSE

At least one individual who is associated with the used motor vehicle dealer as an owner, principal, corporate officer, director or member or partner of a limited liability company or limited liability partnership shall complete the education program courses. Dealerships may send more than one individual to a class, however, certification will only be issued to the individuals described above. Identification may be required during the registration process. Payment will be required on a per person basis.

EXEMPTIONS

Motor vehicle rental companies having a national franchise; national motor vehicle auction companies; wholesale dealer only auction companies; used car dealerships owned by a franchise motor vehicle dealer; banks, credit unions, and savings and loan associations.

CLASS CONTENT

The educational programming will include, but not be limited to, the examination of federal and state laws applicable to the motor vehicle industry and federal and state regulations pertaining to used motor vehicle dealers.

FEES

The Iowa Department of Education has set the fees for the courses as follows:

Pre-licensing Course: $ 199.00 per person, includes instructional manual
Continuing Education Course: $ 149.00 per person, includes instructional manual

LATE ARRIVALS:

If you arrive more than 15 minutes late for a class the community college may ask that you reschedule

MULTIPLE DEALERSHIPS

A used motor vehicle dealer owning more than one dealership in Iowa is only required to attend one class for all of their licensed used motor vehicle dealerships. Please provide dealership location and dealer license number and the community college will issue the necessary certificates for multiple dealerships.

CERTIFICATION

A community college will issue a certificate of completion to each person who successfully completes a pre-licensing or continuing education course. The certificate must be posted conspicuously in the dealership.

TESTING

The course will not require testing.

REPORTING

The community colleges will transmit to the Iowa Department of Transportation the name of the dealership individual who took the course, the date, the required number of hours, the dealership name and other data as may be required.

WEATHER NOTES

During the winter months, inclement weather may cause college campuses or locations to close. Participants should listen to local radio stations for closing information specific to their scheduled class location.

Please Note: If a participant arrives more than 15 minutes late for the class the community college might ask that you register for a future class.

Dealer education class attendees will be able to pick the type of class they would like to attend during 2009. All classes will be held at the major community colleges throughout the state of Iowa. The IIADA website will always have updated information on these classes. If you have any questions, please call IIADA 641-755-4177. FOR THE CONVENIENCE OF PARTICIPANTS SOME CLASSES WILL BE “COMBO CLASSES” - BOTH PRE-LICENSING AND CONTINUING ED. CLASSES ON THE SAME DAY. OTHER LOCATIONS WILL OFFER ONLY THE 5 HOUR CONTINUING EDUCATION CLASS. MAKE SURE IF YOU ARE AN EXISTING DEALER THAT YOU ONLY TAKE THE 5 HOUR CLASS. THOSE WHO HAVE NEVER BEEN A DEALER BEFORE SHOULD TAKE THE 8 HOUR CLASS.

SPECIALTY CLASSES FOR 2009 ARE AS FOLLOWS:

1. AUTO DEALERS SURVIVAL GUIDE

CLASS WILL UPDATE DEALERS ON ANY NEW LAWS/RULES/REGULATIONS. DISCUSSION WILL BE HELD ON TIME 21 CHANGES. FTC RED FLAGS RULE COMPLIANCE WILL BE TAUGHT AND HOW TO PROPERLY DO DEALER PAPERWORK , TITLES AND HOW TO USE STANDARD DEALER FORMS AND THE DOT WEBSITE.

2. BUY HERE PAY HERE OPERATIONS AND ADVERTISING RULES

THIS CLASS WILL PROVIDE UPDATES TO DEALERS ON NEW LAWS, RULES AND REGULATIONS. ADDITIONALLY, IT WILL PROVIDE A THOROUGH PRESENTATION OF POLICIES AND PROCEDURES TO FOLLOW FOR A TOTALLY COMPLIANT BUY HERE PAY HERE OPERATION. THIS CLASS WILL ALSO INCLUDE ADVERTISING RULES AND REGULATION. SUBJECT MATTER WILL REVOLVE AROUND CONSUMER AND DEALER PROTECTION UNDER THE LAW.

3. DEALER RESPONSIBILITIES - WORKING WITH BANKS, CREDIT UNIONS, OTHER LENDING SOURCES, AND CONSUMERS

DEALERS WILL BE UPDATED REGARDING ANY NEW STATE AND FEDERAL LAWS, RULES AND REGULATIONS. REVIEW OF GRAMM-LEACH-BLILEY, SAFEGUARDS, RED FLAGS RULE, AND THE PATRIOT ACT. DEALERS WILL BECOME FAMILIAR WITH CONSUMER FINANCE RULES, REGULATIONS AND LAW AND WHAT LENDERS EXPECT OF DEALERS AND THEIR CUSTOMERS. BECOME FAMILIAR WITH THE LEGAL REQUIREMENTS OF SELLING SERVICE CONTRACTS AND WARRANTIES IN IOWA AND THE IMPORTANCE OF WORKING WITH REPUTABLE PROVIDERS. DEALERS WILL BE EXPOSED TO THE PROPER PAPERWORK TO USE WHEN WORKING WITH LENDERS.

4. ENVIRONMENTAL, HEALTH AND SAFETY TRAINING REGARDING, DNR, EPA AND DOT REQUIREMENTS FOR DEALERS.

CLASS WILL ALSO PROVIDE UPDATES TO DEALERS ON NEW LAWS, RULES AND REGULATIONS. CLASS WILL ALSO FAMILIARIZE DEALERS WITH BECOMING A BOAT, ATV AND SNOWMOBILE DEALER IF YOU HAVE A SERVICE DEPARTMENT, BODY SHOP, OR SALVAGE YARD IN YOUR DEALERSHIP THIS WOULD BE AN EXCELLENT CLASS TO TAKE.

CLASS TIME

If a college is offering only the 5 hour course it will start at 8:00 a.m promptly. If a college is offering both the Pre-licensing course and the continuing education course the Pre-licensing class will start at 8:00 a.m and the continuing education course will start at Noon.

IIADA ENCOURAGES THOSE WHO HAVE NEVER TAKEN ANY TYPE OF EDUCATIONAL OR DEALER TRAINING COURSES TO PARTICIPATE IN THE 8 HOUR COURSE BECAUSE OF THE VALUABLE INFORMATION YOU WILL BE GIVEN. THOSE WHO HAVE HAD PRIOR EDUCATIONAL TRAINING REGARDING DEALERSHIPS MAY OPT FOR THE 5 HOUR COURSE.

INSTRUCTORS

IIADA WILL PROVIDE THE INSTRUCTORS FOR THESE COURSES AND THOSE CHOSEN AS INSTRUCTORS WILL, WHEN POSSIBLE, BE CURRENT OR FORMER DEALERS. ADDITIONALLY, SOME INSTRUCTORS WILL COME FROM THE REGULATORY SIDE OF THE INDUSTRY.
