    5-HOUR CONTINUING EDUCATION CLASS MUST BE TAKEN PRIOR TO 12/31/16 - AND START IN JUNE OF 2016
    During 2016 the 5-hour dealer continuing education classes will again be held at the community colleges throughout Iowa.
    The following is an overview of the specialty classes dealers may select from:
  • THE NUTS, THE BOLTS, THE BASICS  Updates of changes to state and federal law, rule and regulation will be provided. This class will review dealer license laws, title and registration requirements, Iowa Department of Revenue overview for auto dealers . Auto dealer advertising regulations will be reviewed and updated with FTC requirements as well as information from the Consumer Protection Division of the Iowa Attorney General’s office. Refresh attendees on Iowa Code Chapter 321, 321H and 322.
     
  • BUY HERE PAY HERE OPERATIONS - THE POLICIES AND PROCEDURES FOR COMPLIANT DEALERSHIPS  Updates of state and federal law, rule and regulation will be shared with dealers. This class will provide dealers with an overview of policies, procedures, law and regulations that must be followed by BHPH dealers in Iowa. New FTC guidelines and requirements for dealer advertising will be provided. Learn how the Consumer Financial Protection Bureau – CFPB – regulates BHPH operations. The class will familiarize dealers with the forms used in BHPH operations. .
     
  • LEGAL AND COMPLIANT GUIDANCE FOR DEALER ASSISTED CONSUMER FINANCING - INDIRECT LENDING GUIDELINES  This class will assist dealers who are currently providing or giving consideration to offering bank, credit union, or other lending sources to their customers. The course will cover in depth compliance requirements for the dealer, the customer and the lender. The class will teach you how to conduct business legally, ethically and in compliance with state and federal law, rule and regulation. Dealers will learn about the legal requirements of selling service contracts, warranties ,GAP policies, insurance products, and certified pre-owned programs. The class will review dealer documentation retention and best practices to safeguard both the dealership records and customer information. Updated information on dealer advertising requirements will be provided. Dealers will become familiar with all forms necessary to establish correct procedures for compliance documents as they relate to consumer finance. Updated information will be provided on state and federal law, rule and regulation.
     
  • ENVIRONMENTAL, HEALTH & SAFETY COMPLIANCE FOR AUTO DEALERS/RECYCLERS The class will cover New OSHA Hazard Communications Rules for all shops with employees and industrial chemical products in use as well as environmental compliance. This class will be of assistance to auto dealers who have a service department, body shop and those who have a used motor vehicle dealer’s license coupled with a recycler’s license. Learn your responsibilities under the Iowa DNR, EPA and OSHA rules/regulations and compliance requirements. Updated information from the Iowa DOT, Consumer Protection Division of the Iowa Attorney General’s office and other state and federal agencies will be provided.

     

    CLASS LOCATIONS, CLASS TIME  AND COURSE NUMBERS WILL BE POSTED ON THE IIADA WEBSITE  www.iowaiada.com and will also be included in Street Smart magazine throughout 2016.
    During the winter months weather could play a factor, therefore, please listen to local radio stations to insure the class will be held.

    If you arrive more than 15 minutes late the community college may ask that you register for a future class.
    If you have any special needs, please let the community college know when you register for a class.  You may bring an interpreter to class, but please let the college know that you will be doing so
    .

PRE-LICENSING

Applicants seeking to become a used motor vehicle dealer must take an 8 hour pre-licensing education class prior to obtaining a motor vehicle dealer's license.

CONTINUING EDUCATION

Currently licensed used motor vehicle dealers who wish to retain their dealer license must take a 5 hour course , every two years, and prior to renewal.  COURSE MUST BE TAKEN PRIOR TO 12/31/2016  IN ORDER TO RENEW YOUR DEALERS LICENSE FOR 2017-2018

INITIAL PHASE

The law became effective July 1st, 2007. Those who wish to remain as a used motor vehicle dealer in the state of iowa must take the required 5 hour continuing education class every two years and prior to license renewal. An applicant for renewal of a used motor vehicle dealer license who has met the pre-licensing education requirement within the preceding 24 months is exempt from the continuing education requirement for license renewal.

WHO MUST TAKE THE COURSE

At least one individual who is associated with the used motor vehicle dealer as an owner, principal, corporate officer, director or member or partner of a limited liability company or limited liability partnership shall complete the education program courses. Dealerships may send more than one individual to a class, however, certification will only be issued to the individuals described above. Identification may be required during the registration process. Payment will be required on a per person basis.

EXEMPTIONS

Motor vehicle rental companies having a national franchise; national motor vehicle auction companies; wholesale dealer only auction companies; used car dealerships owned by a franchise motor vehicle dealer; banks, credit unions, and savings and loan associations.

CLASS CONTENT

The educational programming will include, but not be limited to, the examination of federal and state laws applicable to the motor vehicle industry and federal and state regulations pertaining to used motor vehicle dealers.

FEES  2016

The Iowa Department of Education has set the fees for the courses as follows:

Pre-licensing Course: $ 209.00 per person, includes instructional manual
Continuing Education Course: $ 159.00 per person, includes instructional manual

LATE ARRIVALS:

If you arrive more than 15 minutes late for a class the community college may ask that you reschedule

MULTIPLE DEALERSHIPS

A used motor vehicle dealer owning more than one dealership in Iowa is only required to attend one class for all of their licensed used motor vehicle dealerships. Please provide dealership location and dealer license number and the community college will issue the necessary certificates for multiple dealerships.

CERTIFICATION

A community college will issue a certificate of completion to each person who successfully completes a pre-licensing or continuing education course. The certificate must be posted conspicuously in the dealership.

TESTING

The course will not require testing.

REPORTING

The community colleges will transmit to the Iowa Department of Transportation the name of the dealership individual who took the course, the date, the required number of hours, the dealership name and other data as may be required.

WEATHER NOTES

During the winter months, inclement weather may cause college campuses or locations to close. Participants should listen to local radio stations for closing information specific to their scheduled class location.
