THE IOWA LEGISLATURE – 2016 ENROLLED BILLS

The legislature has passed many pieces of legislation that are described on the legislative website: www.legis.iowa.gov. You will need to look at the home page of the Iowa Legislature and scroll down to where it says “Enrolled Bills” under the heading of Popular Links– enrolled means the bills have passed both houses of the legislature – the Iowa House and the Iowa Senate. This recap also notes the date of passage, whether the governor has signed the bill and the effective date of the legislation.

Bill # Working Title - The following bills will be of interest to auto dealers.
SF 2228 Creates maximum documentary fee in Iowa. Increases dealer bond to $ 75000. Prohibits third party use of dealer license. Enhances "engaged in the business" language to include advertising
HF 2271  Increases penalties for identity theft
HF 2274  Allows instruction permits as approved documents for obtaining child labor permit
HF 2283  Relates to carrying a firearm while operating or riding a snowmobile or all-terrain vehicle
HF 2437  Increases salvage theft exam from $30 to $50
   ALL OF THE ABOVE BILLS WERE EFFECTIVE  7/1/2016
   
   2017 Enrolled Bills may be found at  www.legis.iowa.gov  - The following bills will be of interest to auto dealers
   
SF 234  This bill bans texting while driving.  Drivers will still be able to use hand-held devices to make phone calls but beginning 7/1/2017 they can be pulled over by police and face a $30.00 fine for using them to write, send or view an electronic message 
SF 502   This legislation makes changes to the Iowa Consumer Credit Code including increasing certain fee amounts, penalties and adds additional allowable charges. NSF fees can now be issued for ICCC transactions. The maximum charge for a non-sufficient fund check is $30.00 and will require proper notice to the consumer either be posting a clear notice at the usual place of payment or in the consumer's billing statement.
SF 448   Relates to insurers in possession of salvage motor vehicles.
